If you live in a non-EU-country and would like to study in Germany you need to provide prove of financial resources. You need to attest that you can afford living in Germany. There are a couple of options to do this:
The German embassy or consulate in your country should be able to tell you which form of financial proof is required in your case.
In order to proof that you will be able to finance your studies in Germany you have to pay a certain amount of money into a blocked account. This account will stay frozen until your arrival in Germany. During your stay you will not be able to withdraw your money all at once but a certain amount each month.
To ensure that you will have enough money for your entire stay you will be able to withdraw only a certain amount at a time. For each month of your stay in Germany you have to deposit at least 735 Euros in your blocked account – for a whole year this adds up to 8.820 Euros.
If possible, you should rather schedule some extra money so you are safe in case any emergencies or unexpected costs appear. To get some orientation about how much you will need, have a look at the living costs of a German student: the average expenses are about 800 Euro per month but vary depending on location and lifestyle.
When searching the web for information about blocked accounts you might find contradictory information about where to open a frozen account. It is often said that you can open one at every German bank. Our research showed, however, that this information is incorrect: some banks do not offer blocked accounts at all and others don't even know of their existence. Although it is sometimes possible to find an individual solution, this is usually quite an effort and entails the risk that this solution will note be accepted as proof of financial resources.
If you don't want to take any chances, you should consider opening your frozen account with Deutsche Bank, which is - according to our research - the only bank in Germany offering a blocked account for foreign students. Deutsche Bank is familiar with the proceedings and knows the details which students should pay attention to. You can easily apply for your account from your home country using an online application form.
If you need more information about frozen accounts you should have a look at the website of Deutsche Bank.
If you would like to open up a current account or apply for a credit card in Germany you will probably hear the expression "SCHUFA" more than just once. It is the abbreviation for "Schutzgemeinschaft für allgemeine Kreditsicherung" and is the name of a German credit investigation company. SCHUFA collects personal data and calculates a credit score, which determines the financial solvency of a person. Banks can enquire about a customer's score to assure the person's ability to pay interests and account maintenance charges. Only a person with a high SCHUFA-score will receive a real credit card because a high score increases the probability that the customer will be able to pay off the bills.
FACTA is an abbreviation for "Foreign Account Tax Compliance Act". It is an US-American tax law which was initiated in order to combat tax evasion. The law obligates foreign bank institutes to report accounts of taxable persons.
If you are an US-citizen the German bank institute will ask you whether you are taxable in the United States. If this applies you will receive an informational brochure and forms which you will need to fill out.
FACTA bedeutet "Foreign Account Tax Compliance Act".
